
Northwest Energy Efficiency Alliance Strategic and Business Planning
The Challenge
The Northwest Energy Efficiency Alliance (NEEA), a regional collaboration of energy utilities, sought to develop a strategic and business plan to guide its work from 2025-2029. Developing successful plans required consensus agreement among the 20 members of NEEA’s Board who represent the utilities and other organizations that fund NEEA’s work.
Our Role
Ross Strategic led the development of the 5-year strategic and business plans. We facilitated NEEA’s Board through a process of understanding evolving regional energy system needs, identifying strategic opportunities for NEEA, and setting strategic direction. The work involved finding common ground for utilities operating in increasingly disparate policy environments in Washington, Oregon, Idaho, and Montana and balancing the organizational needs of NEEA and the financial interests of its funders.
The Impact
Board members came to full consensus on the recommendations and priorities of the strategic and business plans and agreed to fund approximately $200 million in NEEA work over five years. The 2025-2029 Strategic and Business Plans are available here.
