Heather Christopher

Heather joined Ross Strategic in 2017. Her work focuses on climate mitigation, clean energy transitions, and transportation decarbonization, supporting state and local governments, philanthropic organizations, and coalitions in translating ambitious policy goals into coordinated implementation strategies. Heather manages multi-jurisdictional efforts under the Pacific Coast Collaborative, coordinating state, provincial, and city partners across the West Coast to align clean energy, buildings, transportation, food waste, and climate resilience initiatives.

In Washington State, Heather has helped advance the clean energy transition through work on renewable energy siting, low-carbon transportation planning, and statewide strategy development. She brings experience in facilitation, stakeholder engagement, and structured learning to support collaborative decision-making and strategic alignment.

Heather holds a master’s degree in environmental science and management from the Bren School at the University of California, Santa Barbara, and a bachelor’s degree in environmental science with a minor in math from UCSB. Outside of work, Heather is a certified yoga instructor and avid traveler who enjoys hiking, skiing, drawing, and long neighborhood walks with her dog, Otis.
