GSA Contracting

The General Services Administration Federal Supply Schedule allows government buyers and other organizations to utilize streamlined acquisition procedures to obtain services from pre-qualified vendors. GSA has simplified the procurement process by reducing the lead time to obtain services.

GSA has eliminated the need for your Contracting Officer to:

  • Synopsize your requirements
  • Find qualified vendors to compete for the work
  • Make time consuming determinations of fair and reasonable pricing
  • Set aside work for small businesses

Agencies can be fully assured their procurements will meet the best value criteria for Government acquisitions, yet complying fully with all applicable laws and regulations. The time from determining your need to placing an order with a schedule contractor will vary depending upon the complexity of your request, but the core steps of the planning and RFP/RFQ process can be found under the Contracting tab above.

Contracting

To use the GSA contract for services over the micro-purchase threshold, follow these steps: 

  1. Initiate the process by providing your Contracting Officer (CO) with a statement of work (SOW) and identifying the GSA contract and the SIN as the vehicle to be used to issue your order
  2. Ask your CO to issue your SOW to Ross Strategic and at least two other approved GSA contractors
  3. Review each contractor’s response with your CO and select the “best value” contractor
  4. Your CO issues an order directly to the selected contractor

GSA will answer questions about using this vehicle, but does not get involved in your procurement process unless you will be using a GSA contracting officer to procure and administer the work. SIN 541611: Integrated Consulting Services:
Ross Strategic shall provide expert advice and assistance in support of an agency's mission-oriented business functions. Services covered by this SIN include:

  • Management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance, strategy formulation, and expert witness services
  • Facilitation and related decision support services
  • Survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings
  • Advisory and assistance services in accordance with FAR 37.203b
