Andrew WainerAndrew joined Ross Strategic in 2024, where he is focused on climate and development finance. Andrew has more than two decades of experience leading policy analysis, program evaluation, and research on international development and socio-economic challenges in the United States.

Before joining Ross, Andrew was a director of policy research at Save the Children, where he focused on development finance and measuring country ownership. Prior to Save the Children Andrew worked as a senior policy analyst for Bread for the World, focused on remittances, migration, and development in Mexico and Central America.

Andrew’s research is featured in the peer-reviewed journals Development in Practice and International Migration, and his analysis is published by institutions including the World Bank, the Brookings Institution, the Center for Global Development, and the Stanford Social Innovation Review.

As a former journalist, Andrew’s research and writing can be seen in The Washington Post, The Wall Street Journal, Los Angeles Times, The Guardian, The Atlantic, and Devex, among others.

A native Californian, Andrew speaks Spanish and Portuguese and holds a B.A. in political science and international relations from the University of California, Santa Barbara and an M.A. in Latin American Studies from UCLA.

Out of the office, you can find Andrew hiking the Appalachian Trail and trails farther afield, reading history and biographies, and enjoying Washington D.C.’s historic neighborhoods and parks.
